BUDI95: What It Is, Who Qualifies & How to Use It

The government’s BUDI Madani RON95 subsidy programme (BUDI95) officially kicks off this weekend with a phased rollout:

  • 27 September 2025 → Police and military personnel
  • 28 September 2025 → B40 income group
  • 30 September 2025 → Open to all eligible Malaysians nationwide

With BUDI95, drivers who qualify can enjoy RON95 petrol at only RM1.99 per litre, compared to the unsubsidised price.

Here’s a simple breakdown of what BUDI95 is, who can use it, and how to check your status.

 

How does BUDI95 work?

BUDI95 is a targeted fuel subsidy initiative under the BUDI Madani programme, designed to help Malaysians manage rising fuel costs. Under this scheme:

  • Each eligible Malaysian gets a monthly quota of 300 litres of RON95 petrol at RM1.99/L.
  • The quota is enough for about 3,000km of driving per month (based on 10L/100km fuel efficiency), which covers the daily needs of 99% of drivers.

Once you exceed the quota, you may continue buying RON95 petrol, but at the unsubsidised floating price (around RM2.60/L, depending on market rates).

 

Who is eligible for BUDI95?

To qualify for the subsidised RON95 price under BUDI95, you must:

  • Be a Malaysian citizen with a valid MyKad.
  • Hold one of the following active driving licences:
    • Competent Driving Licence (CDL) – Vehicle class A, A1, B, B1, B2, C, D and DA
    • Probationary Driving Licence (PDL) – Vehicle class A, A1, B, B1, B2, C, D and DA
    • Learner Driving Licence (LDL) – Vehicle class A, B, B1, B2 and C

Important things to note:

  • Licences expired for more than 3 years are not eligible. These holders must re-sit their driving test.
  • Licences expired for less than 3 years may still qualify once renewed.
  • Foreign-registered vehicles are not allowed to purchase RON95 (subsidised or unsubsidised).

Foreigners driving Malaysian-registered vehicles may buy RON95, but without subsidy.

Starting from 16 October 2025, Malaysians holding Singaporean driving licenses will be able to apply for BUDI95 eligibility at www.BUDI95lesenSG.jpj.gov.my. To qualify, applicants must be Malaysian citizens, hold a valid Singapore driving license, and posses a valid work permit. However, the BUDI95 subsidy remains exclusively for vehicles registed in Malaysia. 

 

How to check your eligibility

You don’t need to register separately for BUDI95. Just head to the official portal at budi95.gov.my and:

  1. Enter your MyKad number > verify that you are human > click ‘Semak Kelayakan'



  2. The system will show whether you’re eligible for the RM1.99/L subsidised RON95 price.

 

What if you’re not eligible?

If you’re a Malaysian but the portal shows you’re not eligible, here are possible reasons and follow-up actions that you can take:

Driving licence is not within the approved Class or Type of Licence

Please visit the nearest National Registration Department (JPN) branch for further verification/updates.

Not listed as a MyKad holder with an active Car or Motorcycle driving licence based on JPJ records

Please visit the nearest JPJ branch for further verification/updates.

Even if you don’t qualify for BUDI95, you can still purchase RON95 petrol at the unsubsidised price, expected to float around RM2.60/L.

 

How to use BUDI95 at petrol stations

You can enjoy the BUDI95 subsidy either by paying directly at the pump or over the counter. Here’s how each method works:

Option 1: Pay at the Pump (Debit/Credit Card)

  1. Verify subsidy – Insert your MyKad to confirm your eligibility for BUDI95.
  2. Start transaction – Tap or insert your debit / credit card at the self-service payment terminal. Choose either “full tank” or set a specific amount.

    *Steps 1 and 2 may vary depending on petrol stations. Kindly check with the pump attendant or cashier.

  3. Refuel – If approved, you can pump petrol at the subsidised price. If not, you can still fuel up, but at the normal market rate.
  4. Collect receipt – Every transaction will generate a printed receipt for your record.

Option 2: Pay at the Counter (Cash or Card)

  1. Verify subsidy – Hand your MyKad to the cashier for subsidy confirmation.
  2. Confirm details – After approval, tell the cashier your pump number and how much fuel you want.
  3. Make payment – Pay the amount in cash, card or Scan & Pay (QR).
  4. Refuel – Head back to your vehicle to start refuelling. You can then collect your printed receipt from the pump.
